Section 129 - National Pearl Harbor Remembrance Day(a) DESIGNATION.-December 7 is National Pearl Harbor Remembrance Day.(b) PROCLAMATION.-The President is requested to issue each year a proclamation calling on-(1) the people of the United States to observe National Pearl Harbor Remembrance Day with appropriate ceremonies and activities; and(2) all departments, agencies, and instrumentalities of the United States Government, and interested organizations, groups, and individuals, to fly the flag of the United States at halfstaff each December 7 in honor of the individuals who died as a result of their service at Pearl Harbor.
