Section 61a-6, Pub. L. 91-382, Aug. 18, 1970, 84 Stat. 808, was effective Aug. 1, 1970.Section 61a-7, Pub. L. 92-51, July 9, 1971, 85 Stat. 125, was effective July 1, 1971.Section 61a-8, Pub.
