Section 51.049 - Master District; Procedure(a) The Commission shall have exclusive jurisdiction to hear and determine petitions for the creation of a master district.(b) Each district composing part of a master district shall, for all purposes of an election, constitute a separate voting unit. No existing district may be included in a master district unless the proposal is approved by a majority of the qualified electors of the constituent district voting in the election.
