Section 452.523 - Membership Terms; Vacancies(a) Each member of the executive committee serves a term of two years except the initial terms of two members are for one year. The subsequent terms are staggered.(b) A vacancy on the committee may be filled by appointment of the governing body of the contiguous municipality.Tex. Transp. Code § 452.523
