Section 21.004 - Findings and Declaration of Policy(a) The legislature finds that:(1) the quality of water in East Texas is materially affected by the disposal of waste throughout the region;(2) a regional effort to study water pollution, plan corrective and preventive measures, provide coordinated facilities for waste disposal, and regulate waste disposal is far more effective than efforts on a smaller scale;(3) solid waste, as well as other waste, may impair water quality by seepage or drainage; and(4) creation of the district would advance the established policy of this state to maintain the quality of the water in the state consistent with:(A) public health and enjoyment;(B) the propagation and protection of terrestrial and aquatic life;(C) the operation of existing industries; and(D) the economic development of the state.(b) All area included in the district will benefit from the exercise of the power conferred by this chapter.(c) The district is a public entity performing an essential public function.Tex.
