Section 1603.2001 - Rules for Issuance of License or Permit(a) The commission by rule shall establish requirements for the issuance of: (1) a license for an individual practitioner, establishment, or school; and(b) Requirements established by the commission under Subsection (a) for an individual practitioner may include requirements regarding an applicant's: (3) completed hours of instruction.(c) In establishing a requirement under this section for the issuance of a license, the commission shall consider whether the requirement is the least restrictive requirement possible to ensure public safety without creating a barrier to entry into the licensed occupation.(d) Requirements established under this section:(1) for an individual practitioner specialty license may not be more stringent than requirements for a Class A barber license or a cosmetology operator license; and(2) for a specialty establishment license may not be more stringent than requirements for an establishment license.(e) The commission shall establish standardized requirements within license categories.Tex.
