Tex. Health & Safety Code § 297.002

Section 297.002 - Applicability

This chapter applies only to a county:

(1) that is not served by a hospital district or a public hospital;

(2) on which a military base with more than 30,000 military personnel is partially located; and

(3) that has a population of more than 300,000.
