Tex. Health & Safety Code § 265.014

Section 265.014 - Chairman

The board of managers shall select a chairman from among its members who shall:

(1) preside over the board's meetings; and

(2) sign any contract, agreement, or other instrument made by the board on behalf of the county and municipality.
