Tex. Gov't Code § 1506.101

Section 1506.101 - Applicability Of Subchapter

This subchapter applies only to a municipality that:

(1) is located on the Gulf of Mexico or on a channel, canal, bay, or inlet connected to the Gulf of Mexico; and

(2) has a population of:

(A) more than 53,000 and less than 84,000 ; or

(B) more than 115,000 and less than 160,000.
