Tex. Gov't Code § 1501.001

Section 1501.001 - Applicability of Subchapter

This subchapter applies only to a municipality that owns a sewer system and disposal plant that serves:

(1) other municipalities; and

(2) territory and military establishments outside the municipal boundaries.
