Section 92.059 - Judicial Review(a) An applicant may appeal a final order with the commissioner as defendant.(b) A party to the action may appeal the court's decision. The appeal is immediately returnable to the appellate court and has precedence over any cause of a different character pending in that court.(c) The commissioner is not required to give an appeal bond in a cause arising under this section.(d) Filing an appeal under this section does not stay an order of the commissioner.
