The board may promulgate fees for the following fee classifications:
(1) Initial license fee not to exceed seventy dollars;(2) Renewal of license fee not to exceed thirty-five dollars;(3) Late renewal fee not to exceed one hundred dollars; and(4) Temporary permit fee not to exceed fifty dollars.
