The following words and phrases when used in this article shall have the meanings given to them in this section unless the context clearly indicates otherwise:
"Department." The department of conservation and natural resources of the commonwealth.
"Heritage area." A commonwealth-designated region, managed by a nonprofit organization or governmental entity, which conserves nationally significant and state-significant landscapes and develops, protects, interprets and promotes its historic, cultural, natural and recreational resources to stimulate economic and community development.
"Program." The heritage area program.
"Secretary." The secretary of the department of conservation and natural resources of the commonwealth.
