The local county officials of each county government participating in the program shall have the power and duty to:
(1) Administer and disburse grant funds for the provision of rental and utility assistance and housing stability services in accordance with this article, information from the department and Federal requirements.(2) Establish or maintain, in agreement with another county, local collaborative arrangements for the delivery of rental and utility assistance and housing stability services.(3) Determine and redetermine, in accordance with the information provided by the department, whether a person is eligible to participate in the program, subject to appeal under 2 Pa.C.S. Ch. 5 Subch. B (relating to practice and procedure of local agencies).(4) Submit monthly reports, which shall include identified excess or insufficient funding and an itemization of expenditures for administrative costs.
