This act shall take effect on the first day of June, one thousand nine hundred twenty-nine: Provided, however, That any provision of this act increasing or diminishing the salary or emoluments of any public officer now holding office shall not become effective until the term of such officer shall expire or he shall die, resign, or be removed from office.
