71 Pa. Stat. § 632c
The borough of Camp Hill, Pennsylvania, the borough of Lemoyne, Pennsylvania, and the borough of New Cumberland, Pennsylvania, are hereby granted permission to use, jointly with the Commonwealth of Pennsylvania, the force main and outfall sewer constructed by the Commonwealth of Pennsylvania for the Cumberland Valley State Institution for Mental Defectives, in Lower Allen Township, Cumberland County, Pennsylvania, such use by the said boroughs and the rental or cost of maintenance, or both, to be under, and subject to, the regulations of the Department of Property and Supplies of the Commonwealth of Pennsylvania, and not to interfere, in any way, with the use of the same by the Commonwealth of Pennsylvania. The right to such use by said boroughs shall terminate at any time when the Department of Property and Supplies shall serve notice on said boroughs that the sole use of said force main and outfall sewer is necessary for the requirements of the Cumberland Valley State Institution for Mental Defectives.
