Whenever a vacancy in an elective office of any political subdivision is filled by the appointment of an officer, as provided by law, the appointing authority, if not a court of record, shall, within ten days after making the appointment, send written notice of the appointment to the county board of elections, naming the office in which the vacancy is being filled, giving the name and address of the person appointed, and the name of the person who was the last incumbent of the office.
Where a court of record fills any such vacancy by a court order, a copy of the court order shall be sent to the election board by the clerk of the court in lieu of the written notice herein prescribed.
