All moneys so appropriated shall be paid into the Surplus Commodities Stamp Fund of the State Treasury through the Department of Revenue, and the Secretary of Public Assistance shall use such fund for the purchase of Federal Surplus Commodities Stamps from the Federal Government, which stamps shall be sold to persons eligible to receive same in accordance with Federal Surplus Commodities Stamp plans. All moneys received from the sale of such stamps and all moneys received from insurance covering losses of such stamps or the proceeds from the sale of such stamps shall be paid into the said fund and shall be used for the further purchase of Federal Surplus Commodities Stamps. Upon notice of withdrawal to the Secretary of Public Assistance of any county, city, borough, incorporated town or township from further participation in the Federal Surplus Commodities Stamp plans, such county, city, borough, incorporated town or township shall be reimbursed by the Secretary of Public Assistance from the fund to the full extent of its contributions. All moneys whatsoever paid into said fund are hereby specifically appropriated to the Department of Public Assistance for the purposes hereinbefore set forth.
