Gifts or donations to State general hospitals shall be used only for the purpose specified by the donor or, if no purpose is specified, such gifts or donations may be used for such hospital for such purposes as the board of trustees of such hospital may determine.
The department shall not withhold any moneys allocated or fail to allocate any money to any State general hospital for the reason that such hospital has received a gift or donation from another source.
