Section 70059 - Withholding reward for non-compliance with instructions and rules

Upon the neglect or refusal of the supervisors of any township to carry out the instructions, rules, and regulations of the township commissioner of the State Highway Department, then the township commissioner of the State Highway Department may withhold from such township the amount to which it would otherwise be entitled for the year in which said neglect or refusal occurred.
