It shall be the duty of the corporate officers a majority of whom shall be a quorum: To appoint a time and place, of which due notice shall be given, for the hearing of appeals in relation to the assessment of taxes by such corporate officers, not less than three of whom they may designate, who shall have power to grant such relief as may to them seem proper.
