It shall be lawful for the owner or owners of any land or real estate fronting on the said river Delaware, within the limits of said line marked and designated by this act, to construct and extend a wharf or pier in front of their land or real estate, to the said wharf line: Provided, That nothing herein contained shall be construed to give authority to any person or persons to erect wharves or piers extending out as far as the said wharf line so fixed and determined, without license from the board of wardens of the port of Philadelphia.
