The controller of cities of the second class A shall, within thirty days after this act becomes effective, appoint an employe in the office as a deputy controller, who, in case of sickness, absence, or inability of such controller to act, shall exercise all the powers and shall perform the same duties as imposed by law upon the regularly elected city controller, without any additional salary. Subject, however, that in the event of the sickness, absence, or inability of the city controller to perform his duties, the deputy controller shall not have the power of appointing or discharging from office in the city controller's office.
