The city council in cities of the second class A shall fix the salary of the mayor, the members of council, the controller, and appointed city officers. The salary of the mayor shall be not less than seven thousand five hundred dollars ($7,500) per annum; the salary of each member of council shall be not less than five thousand dollars ($5,000) per annum; the salary of the controller and the salaries of appointed city officers shall be fixed by the city council.
