Section 23104 - To levy and collect taxes for general purposes

To levy and collect taxes for general revenue purposes, on all persons, real and personal and mixed property, within the limits of said city, taxable according to the laws of the State of Pennsylvania for city or county purposes, except machinery of all kinds; the valuation of such property to be assessed as hereinbefore provided.
