It shall be unlawful for any person to hawk, vend, or peddle, upon the highways, streets, lanes, alleys, avenues, roads, or pavements of any city of the first class, any fish, fruit, or vegetable, or other merchandise, except a license therefor shall have been previously obtained as hereinafter provided.
