The rain conductors of all buildings of the grades referred to in this act shall be connected with a sewer, if there is one in the street contiguous thereto, or, if there is none, as soon as such sewer is laid, but at no time shall the flow therefrom be permitted to go over the sidewalk or upon the adjoining property.
