The Board of Plumbing Supervision of the Department of Health shall have power to make such rules, regulations, and changes in the foregoing specifications relative to the construction of the plumbing or house drainage as said board may, from time to time, determine to be necessary or advisable for the better protection of the safety or health of the occupants of any house, or the community.
