When the work has been completed, a final notice shall be filed with the Board or Bureau of Health, when a final air or peppermint test shall be made in presence of said officer; when, if found satisfactory, a certificate of approval of the work will be issued; but no such plumbing or drainage work or system shall be used until said test has been made and certificate issued.
