The commissioners of public parks, in cities of the first class, shall have all the powers and control over parks, parkways and other grounds, now or hereafter committed to their care and management by the councils of said cities, or by individuals, which they now have or may hereafter acquire over public parks placed in their charge by any general or special law of this Commonwealth.
