The estimate shall be certified by the director of finance, and the written certificate of the director of finance, dated as of a date not more than 30 days prior to the date of the authorization of the notes, shall be filed with the proceedings authorizing the tax anticipation notes with the fiscal agent, sinking fund depositary, trustee or paying agent for the notes or the authority, as provided in section 408 of this act.
