There shall be an art jury, composed of the mayor of the city ex officio and eight other members to be appointed by him as now provided by law. In all matters within the jurisdiction of the jury pertaining to work under the special charge of a bureau in any department of the city, the head of such bureau shall also for the time being act as a member of the jury ex officio.
