Section 9504 - Powers of departmentThe department and any local governmental body or public body shall have such powers as are necessary to carry out the purposes of this act, including but not restricted to the powers to:
(1) Apply for and accept grants, contributions, and any other form of assistance from the Federal government, or from any sources, public or private, to enter into and carry out contracts or agreements in connection therewith, and to include in any contract for assistance such conditions imposed pursuant to Federal laws as it may deem reasonable and appropriate and which are not inconsistent with the purposes of this act;(2) Make such expenditures as may be necessary;(3) Make and execute contracts and other instruments necessary or convenient to the exercise of its powers under this act; and(4) Employ such personnel as may by necessary to carry out the purposes of this act.1968, July 20, P.L. 456, § 4.
