Any county (other than a county of the first class), city of the second and third class, borough, town, township, school district, institution district and poor district may, jointly with other political subdivisions, make purchases of materials, supplies or equipment which such political subdivision may legally purchase, and may enter into such agreements as may be deemed necessary to accomplish such purpose.
