All offsets on vent lines must be made at an angle of not less than forty-five degrees to the horizontal, unless building construction will not permit, and all lines must be connected at the bottom with a soil or waste-pipe, or the drain, in such manner as to prevent the accumulation of rust, scale or condensation.
