Any person who shall refuse or neglect to comply with the requirements of said rules and regulations when promulgated shall be guilty of a misdemeanor, and on conviction be sentenced to pay a fine of not more than one hundred ($100) dollars, or undergo an imprisonment not exceeding one year, or both, in the discretion of the court.
