The act passed March 11, 1850, entitled "An act relating to bridges," shall not be so construed as to prevent the erection of a free bridge within the distance of one mile from any incorporated toll-bridge which shall have enjoyed the rights and privileges of said act of incorporation for a period of fifteen years.
