For the purpose of carrying out the provisions of this act, the Secretary of Mines or any deputy secretary or other person delegated by the secretary to conduct a hearing, as herein provided, shall have the power to administer oaths and affirmations, examine witnesses, receive evidence and issue subpoenas requiring the attendance and testimony of witnesses and the production of any evidence that relates to any matter under investigation. In case of refusal to obey any subpoena issued to any person, any court of common pleas within the jurisdiction where the hearing is held or within the jurisdiction where the person guilty of refusal to obey is found or resides or transacts business, shall, upon application of the Secretary of Mines or his authorized representative, have power to enforce such subpoenas in contempt proceedings.
