Section 690.5 - General powers and duties; regulations(a) It shall be the duty of the department to administer this act through employes and offices of the department, as provided herein and in accordance with rules and regulations promulgated by the department and agreements consummated between the department and any private nonprofit corporation.(b) The department shall submit to the Governor and to each House of the General Assembly an annual report covering the administration and operation of this act, and shall make such recommendations for amendments to this act as it deems proper. Such reports and recommendations shall be presented on or before the thirty-first day of December of each year.(c) In order to effectuate and enforce the provisions of this act, the department is authorized to promulgate necessary rules and regulations and prescribe conditions and procedures in order to assure compliance in carrying out the purposes for which grants may be made hereunder.1968, July 31, P.L. 736, No. 232, § 5.
