Any party to the proceeding affected by an order of the commissioner shall be entitled to judicial review by following the procedure set forth in the "Administrative Agency Law", approved June 4, 1945 (P.L. 1388), and in the Rules of Civil Procedure promulgated by the Supreme Court of Pennsylvania and in any amendments of either thereof.
