The highways and bridges established as State Highways and bridges under the provisions of Articles II., III., IV. and V. of this act may be constructed or taken over for construction and maintenance at any time subsequent to the final enactment of this act, when the same shall become effective, and shall be taken over not later than January 1, 1962.
