Section 691.7 - Administrative procedure and judicial review(a) Any person or municipality having an interest which is or may be adversely affected by any action of the department under this act shall have the right to appeal such action to the Environmental Hearing Board.(b) The department may adopt rules and regulations establishing the procedure for, and limiting the time of, the taking of such appeals.(c) The Environmental Hearing Board shall be subject to the provisions of Title 2 of the Pennsylvania Consolidated Statutes (relating to administrative law and procedure).1937, June 22, P.L. 1987, art.
