Section 751.16 - Referendum(a) General rule.--Pursuant to the provisions of section 7(a)(3) of Article VIII of the Constitution of Pennsylvania, the question of incurring indebtedness of $300,000,000 for loans for the acquisition, repair, construction, reconstruction, rehabilitation, extension, expansion and improvement of water supply and sewage treatment systems, subject to implementation through this act, shall be submitted to the electors at the next primary, municipal or general election following the effective date of this act.(b) Certification.--The Secretary of the Commonwealth shall forthwith certify the question to the county boards of elections.(c) Form of question.--The question shall be in substantially the following form: Do you favor the incurring of indebtedness by the Commonwealth of $300,000,000 for use as loans to acquire, repair, construct, reconstruct, rehabilitate, extend, expand and improve water supply and sewage treatment systems?
