Section 1670 - Ratification by the Governor

All bids accepted by the department shall be transmitted to the Governor for his consideration and must be ratified by him before the department may enter into contractual relations with the bidder. Upon ratification of a bid by the Governor, the department is authorized to execute contracts effectuating the terms of the bid and proposal, embodying the provisions specified in section eleven of this act and providing for the payment of the capital grant.
