Authority is hereby vested in the Secretary of Agriculture to reimburse county commissioners for expenditures made from county treasuries for the purpose of eradicating rust spreading barberry bushes, and for the control of the stem rust disease of wheat, oats, barley and rye, upon written request of county commissioners, in conformity with regulations to be established by the Department of Agriculture.
