The secretary shall require each applicant for a pest management consultant's license to demonstrate to the secretary the applicant's knowledge of pesticide laws and regulations; pesticide hazards; and the safe distribution, use and application, and disposal of pesticides by satisfactorily passing a written examination for which he has applied prior to issuing his license. An examination fee of five dollars ($5) shall be charged when an examination is requested at other than a regularly scheduled examination date.
