Vacancies in the office of president, vice-president, secretary or treasurer, caused other than by expiration of term, shall be filled by election by the members of the "Authority." Vacancies in the membership of the "Authority" shall be filled by appointment by the county commissioners of the county in which said "Authority" is created and set up.
