Any person who shall violate any of said rules and regulations which shall be ordained by the county commissioners for the government of said public parks, not inconsistent with this act or the laws and Constitutions of this State and the United States, the power to ordain which rules and regulations is hereby expressly given to said commissioners, shall be guilty of a summary offense, and, upon conviction thereof, shall pay such fine as may be prescribed by the county commissioners, to be recovered before any alderman or justice of the peace of said county, which fines shall be paid into the county treasury.
