In all cases wherein the county shall enter upon, take, use and appropriate private property for the aforesaid purposes, by resolution of the county commissioners, if the compensation and damages arising therefrom cannot be agreed upon by the owners thereof in such county, such compensation and damages shall be considered ascertained, determined, awarded and paid in the manner provided in this act for such proceedings.
