The board of commissioners may provide the funds with which to pay for the ground purchased or condemned and the erection thereon of a memorial hall, or the acquiring of additional land, or for the equipping, furnishing and decorating of said memorial hall, by the levying and collecting of a tax upon the taxable persons and property within said county, and by increasing the indebtedness of said county according to law, and by issuing and selling bonds. Such bonds shall be payable in not more than ten (10) years from their date, and shall be in such form, upon such terms and in such denominations as the said commissioners may deem best.
